- The following is the procedure for JST pre-screening of applications for the e-ASIA joint research framework for Japanese Government (Monbukagakusho) Scholarship students. Please apply according to the following procedure.
- (1) Application for JST Pre-screening from Principal Investigator Deadline: Wednesday, February 1, 2022 (noon)
Please submit the following documents by e-mail from the principal investigator of the accepted proposal to the application office of JST.
It is not necessary to send the original documents to JST.
- To prepare the Japanese application forms, All application documents should reach the PI by 29th Jan. 2022
- (2) Application forms
- a. Application form Materials explaining the necessity and effectiveness of accepting international students for the promotion of the proposal (for JST preliminary review) : Items to be input (in Japanese) but we need necessary information on the applicant
(i ) - The necessity and effectiveness of accepting international students for the promotion of the proposal: (Text: 0.6 page of A4 form)
(ii) - The expected role of the candidate after she/he returned to her/his country
(iii) - Any additional information about necessity and effectiveness
- 1. Application Form (General Category, etc.)
- 2 Major field of study and research plan (general category, etc.)
- 3. Documents proving the applicant's nationality and status (e.g., copy of passport, copy of family register of the applicant's home country, copy of certificate of citizenship, etc.)
- 4. Transcript of the last university attended (undergraduate or graduate) (issued by the university attended)
- 5.
K. Certificate of excellence at the last university attended. Academic records proving excellence at the last university attended (e.g., GPA, ABC classification, specific rank (○○ out of ○○), or other indicators that clearly show the grades at the last university attended).
In accordance with the "Points to Consider When Recommending Applicants" on the Ministry of Education, Culture, Sports, Science and Technology's website, please indicate how many points on a 3-point scale the coefficient of academic achievement is.
Attach a document (preferably in Excel format) showing how many points the academic performance coefficient is on a 3-point scale, in accordance with the "Notes on Recommendation" on the MEXT website. †
(2) The level of the Dean of the Graduate School of your university. A letter of recommendation from the Dean of the Graduate School of your university or higher (addressed to the President of the university where you plan to be accepted).

f. Summary of thesis, etc. Materials that objectively demonstrate language ability and professional ability (e.g., TOEFL, TOEIC, EJU Japanese Language Proficiency Test, Japanese Language Proficiency Test, etc.)
When submitting scores in English, please submit scores of qualifications and examinations equivalent to B2 of the Common European Framework of Reference for Languages (CEFR) in English.
When submitting English scores, submit documents proving that the applicant has scores equivalent to or higher than B2 of the Common European Framework of Reference for Languages (CEFR) in English.
Application for 2018 through University recommendation via University of Ryukyus †

The information in the table below is according to the application in
Eligibility and Quolification †
- (1) Nationality: Applicant must have the nationality of a country which has diplomatic relations with the Japanese government. This applies at such times to stateless persons, too. Applicant who has Japanese nationality at the time of application will not be eligible.
- (2) Age: Applicant must have been born on or after April 2,1983.
- (3) Academic Background: Applicant must be a graduate from a Japanese university or have academic ability equal or superior to that of a Japanese university graduate.
- (4) Major Field of Study: Applicant should apply for the field of study he/she studied at the previous university or any related field. Applicant must choose a field on which he/she can receive education and perform research at the university of his/her choice.
- (5) Health: Applicant must be physically and mentally healthy enough to pursue study at university.
- (6) Arrival in Japan: Applicant must be able to leave for and arrive in Japan within two weeks of the date set by the receiving university for the beginning of the semester (in principle, in September or October). Travel expenses will not be provided if the Applicant chooses to travel to Japan before this set period.
- (7) Visa Requirement: Selected Applicants must obtain a College Student （ryuugaku 留学） visa from the Japanese diplomatic mission in the country of their nationality, in principle, prior to their arrival in Japan. The visa is to be issued by the Japanese diplomatic mission in the country of the applicant’s nationality.
- (8) Any applicant who meets any or all of the following conditions is not eligible. If identified after the start of the scholarship period, the applicant will be required to withdraw from the scholarship:
- 1: The Applicant is an active member of the military or a civilian employed by the military at the time the scholarship period is due to begin.
- 2: The Applicant is unable to travel to Japan within the dates set by the receiving university
- 3: If the Applicant was a grantee of a Japanese Government Scholarship in the past. Unless he/she has had at least three years of research or teaching experience between the completion of the first scholarship and the start of the second scholarship period.
- 4: The Applicant is already the recipient of a scholarship from an organization (including a governmental organization in his/her country of origin) other than the Japanese government (Ministry of Education, Culture, Sports, Science and Technology - MEXT).
- 5: The Applicant who makes applications to the MEXT scholarship simultaneously through more than one university.
- 6: The Applicant who is scheduled to stay in Japan prior to the start of the scheduled semester (Oct. 2014)
- (9) To select the Applicant with the excellent academic record, MEXT will accept applications from those who has

Results of the selection at the selection committee of the Faculty of Agriculture †

I received a very bad news today from the offie of the U Ryukyus about your application to MEXT Scholarship. The office transferred me the results of the selection at the selection committee of the Faculty of Agriculture, and you were not recommended to the committee at the University level. I feel so sorry about this sad results.
I was not quite happy about this results and called the office of the faculty, to get more explanation. Fortunately, I could catch the head of the admin section for the school affairs and had a long talk with him. I showed my question about the selection: namely:
- Your detail score at the selection
- How did the selection committee give you lower score
- What were the criteria?
The head of the section at the admin office was kind enough to show me the detail results that were confidential, and the criteria.

According to the score sheets, they had seven candidates to consider in the selection of this year. They evaluated the candidates according to seven items in the evaluation sheet:
- 1. Academic history: Bachelor 2, Master 3
- 2. Academic ability: Excellent 5, Good 3, OK 1
- 3. Interview result: Excellent 5, Good 3, OK 1
- 4. MOU between Universities: Present 3, none 0
- 5. Age: (<26) 3, (27-30) 2, (31<) 1
- 6. Recommendation rank from the faculty (only used at the university level selection): (1st 3, 2nd 1, 3rd 0)
- 7. Times of previous application: (2 times <) 2, (1 time) 1, (0 time) 0
- The criteria was already SURPRISING enough for me because they were not really selecting excellent students, but emphasized more on students from their friend university and younger ones

Then, when I looked at the score sheet (which was confidential material), I was so surprised (and actually upset!) with the absurd score!
- 1. Academic history: Bachelors 2, Master 3 <this item was OK>
- 2. Academic ability: ALL candidates marked 5 <quite strange!>
- 3. Interview result: ALL candidates marked 5 <also strange!>
- 4. MOU between Universities: Present 3 <no way about this university's intention >
- 5. Age: (<26) 3, (27-30) 2, (31<) 1 <also strange! why younger is better?>
- 6. Recommendation rank from the faculty (only used at the university level selection): (1st 3, 2nd 1, 3rd 0)
- 7. Times of previous application: (2 times <) 2, (1 time) 1, (0 time) 0 <the most strange!>

- So, the selection was done according to the written criteria but I found lots of problems.
- 1. Even though the MEXT suggests universities to recommend excellent students and the evaluation should have been done objectively at first at the selection committee. However, as you see in the results,
- the selection committee didn't emphasize the academic ability (as it was 5 out of the total score 24) and the committee didn't evaluated candidates as all of the candidates had the full mark (5)!
- 2. The same situation about the interview. (but, I know this item iis difficult to evaluate because the interviews were done not by the same reviewers)
- 3. The University of Ryukyus prefers students who are young and applied many times to the scholarship from the university with MOU.. (as the sum of three items are 8 out of 24.

- The 1st and 2nd point were very serious because the first screening at the faculty was not functioned enough to evaluate candidates and the selection committee gave all candidates full marks without conducting enough evaluation.
I was quite upset about this point. You had some papers published in academic journals and I believe no other candidates had such an excellent record. I don't understand why the selection committee evaluated this point.

So, three candidates were selected at the faculty and they were sent to the university level selection with the score of the item 6 ( (1st 3, 2nd 1, 3rd 0). The university will select four among the candidate recommended from all faculties, so that only the 1st (who got additional score 3) would be considered in the final selection. You were unfortunately not in the first three, because
- The university didn't have MOU so that 3 points less.
- You are in age 31, so that 2 points less.
- It was your application of the first time so that 2 points less.
In total, you got lost in total 7 points from the recommended candidates who were young and repeater and from the universities with MOU!
Sigh
So, I was so disappointed with the selection system at University of the Ryukyus. Also, I am so sorry to you for this sad results.
From my view point, we did our best to prepare the documents, and I am proud of our jobs. When I compared our jobs with the ones I got success at Chiba U, what we did was among the top two. I was so confident about our great jobs and expected the selection committee would evaluate us rightly.
I feel sorry about this results which may be partially my fault. It was my first application to the University of the Ryukyus, and also first time to see the confidential evaluation sheet and to get understood how the selection committee evaluate students
If I knew this strange system at University of the Ryukyus, I never suggested you to make application to our university.

Well, Let's look at the bright side which is always necessary to think about the next step.
- 1. We have already prepared a good application form which may be used to other applications with some modifications.
- 2. We know the criteria and selection process at U Ryukyus which is not suitable for us to retry.
- 3. We prepared the application in very short time, and the experience would help us better application if we spend more time.
- 4. We got to know each other and used to work together, which may help us to face more challenge.
